Programs need to be developed and approved at least a season in advance. Policy makers can not continue to make last minute decisions on major issues; such as: the farm bill.

Is American agriculture ‘cutting edge’?

In general, American agriculture is cutting edge. However, America still has lots of small, inefficient producers.
